Dana had never -- well, it wasn't quite accurate to say she'd never dreamed of becoming the mayor, because they all had those dreams before an election, up until the moment that the next mayor was picked.
It was more accurate to say she hadn't wanted it; she knew that the curtain of secrecy around the job would tighten around her, separating her from friends and family as she was inducted into darker and more esoteric rituals and duties.
Dana clipped the ribbon and moved into the darkened space, empty and desolate and prepared for new growth, and she announced to the people gathered -- there always were people, now -- that the mall was open, and soon someone would be cleaning the blood off the floor; they all followed her, but she didn't see a single friendly face in the solemn crowd.
