He freaked out a little, which did distract him from the diplomatic negotiations, so she considered the venture a success. He and Katara had broken up ages ago, so she thought the drama was a little misplaced, but she guessed it had to happen sometime.
Once he got used to the idea, of course, he became more enthusiastic about it, and they spent quite an enjoyable week sneaking off into alcoves and closets. Toph broke a lot of locks. The diplomacy got done, just like she knew it would, and Aang began to walk around with a stupid little smile on his face, which she was proud of.
It worked great until he wanted to put feelings into the relationship. As far as Toph was concerned, she was happy being friends with occasional makeouts. She didn't see why you had to ruin that by talking about it. She got out of the first discussion by putting his hand on her breast, but that didn't work the next time.
She really should have known: he was pretty keen on this 'talking it out' thing. Plus, he'd probably never seen a normal relationship, given that he was raised by monks and fell in love with literally the first person he saw when he popped out of an iceberg.
Toph didn't want to get married and have a bunch of airbender babies. She had stuff to do. So she patted him on the back and took off for the Earth Kingdom post-haste.
By the time she came back, he'd gotten back with Katara, so she held by her initial decision to kiss him. It had obviously helped him figure out what kind of girl he was into.
She was even nice enough not to drag him off into any closets while she was there.
