Hotaru hates the idea of destiny, and she doesn't hide the fact. Destiny killed her once, and nearly killed the ones she loved. Destiny gave her Professor Tomoe and a second trip through puberty.

Setsuna tries to explain it to her sometimes-- Setsuna wears destiny like her favorite dress, as close as her transformation wand. Hotaru tries to point out that destiny left her alone, apart even from Neptune and Uranus, but Setsuna regards it as a necessary sacrifice.

Destiny has given Hotaru a second life alongside Chibiusa-- a happier, healthier, more loving life, and she appreciates that, of course. But she is still angry, and helpless against its advances.

(Screw destiny. Love me anyway, she pleads, but Chibiusa won't. It's not something she can tell Setsuna.)
